My mom is looking for this book she read in Middle School, she said it was printed around 1960 probably. It's about the slave girl who became the Queen of Sheba. I assume it's a YA Novel but she read it at the library and now she wants to add it to her collection.

Is she sure about the Sheba part? There is Mara, Daughter of the Nile that has a slave girl in Hat-shep-sut's Egypt who wins her freedom by helping Hat-shep-sut's brother take the throne back from her.
There's The Quest of Love by Noel de Vic Beamish, but this hardly looks like something someone would read in middle school: https://www.abebooks.com/servlet/Book...

I'm not sure though... I'm trying to make a list of anything that seems similar cause all the books I found mentioning Sheba are some what biblical and she says she doesn't remember it being biblical. I mean it's been about 40 years so I'm hoping if I get her a list of possibilities even if not Sheba she will come across one that is it. You know?
I do know it's not that Mara one cause that was published the year I was born so waaay too late. I'm looking for something around 1960

I will see if that is one she will look into.
Here is the Google Books preview of Mara, Daughter of the Nile by Eloise Jarvis McGraw - Ann's suggestion - https://books.google.com/books?id=aYc... There are different cover images.
While there is no Sheba in Mara, Daughter of the Nile Mara befriends a young girl from Canaan who is sent to Egypt as a bride for the brother (sorry, can't remember his name) of Hat-shep-sut. The girl wants to return to her homeland and, at the end of the book Mara is able to get her sent home. And I was going to say, this was written before I was born--I remember reading it in the middle to late 60's and it wasn't new then.
