I would highly recommend Corrag by Susan Fletcher, which is set in late 17th century Scotland.My review:

If we’re recommending historical fiction featuring witches, Daughters of the Witching Hill by Mary Sharratt is amazing.

I liked that one too.

The Mercies - it is about witch trials on a Norwegian Island in 1617 when most of the islands men were killed in a storm while fishing (not a spoiler). It is a great book but I found it hard going at times as it goes into detail about the witch trials.
