I would second,Werewolf! ed. Bill Pronzini
The Werewolf of Paris by Guy Endore
The Nightwalker by Thomas Tessier
And I'd add,
Sharp Teeth by Toby Barlow. This one may not be as scary as the others, but it's beautifully written and it's thought out with the precision of a good mystery novel.

For classics, I'd recommend
.It may not be a great werewolf novel, but it's a great novel about the Paris Commune.
I’m a fan of the Howling trilogy by Gary Brandner. Yes they’re what the Howling movies are loosely based on.
I finished it a few week ago and liked it! A little slow in the middle but I enjoyed it.

Outage is and excellent sereies. I have yet to find a better werewolf story.

Beast of Bray Road is another good werewolf read.
