The Clave is the name for all of the Shadowhunters that recognize the authority of Idris. When Shadowhunters are 18, they old edge alliance to the Clave and become members of the Clave. Smaller groups -in specific countries or cities for example- would be called the Enclave -or Conclave in America or Australia.
The Council is the government of the Clave. Local Enclaves choose representatives to sit at the Council. Sometimes with a vote, or the Enclave will appoint their council representatives without vote and occasionally the head of the Enclave will take a place in the Council.
The Consul is the highest place a Clave member can take. He has little power, but serves to preside over the Council. He tallies votes and helps interpret the law for the clave and serves as an advisor for the inquisitor and serves as a mentor for institutes. He is voted into service and can be removed the same way.
The Covenant is the Nephilim law. It ensures the Downworlders are treated as they should be according to the Accords, and the Mundanes are kept in the dark about the Shadow World.
