What's the Name of That Book??? discussion

Okay this is a weird thing that's been on my mind lately. When I was a kid I bought a book at a dollar store. And I can't remember the title. I'm pretty sure it's out of print. But it was about a girl that has a tween witch for a neighbor. They became best friends and the witch would follow the girl to school. She LOVED jam and she would turn herself into a turtle in order to go with the girl to school.

This is the shit that haunts me. Books that I can remember the title of. LOL If anyone has any idea what I'm talking about let me know. It'll make me feel less insane. :P
