I find it interesting that Jim's mother had a greedy streak, not your typical storybook mum. However, if she had not rummaged through Billy Bones chest, Jim would never have found the map.
However, she only wanted exactly what was due to her to settle Billy Bones's bill. Therefore, she was trying to count out the coins precisely. Because Billy Bones had raided ships and ports of many countries, he had loot (coins) from differing countries in his chest, which made it difficult for Jim and his mom to count out the money. They were unfamiliar with much of the currency.I think she would have described herself as honest and hard-working.
I agree that it was all a ploy to have Jim and his mom find the map.
