I know this is probably not what you want to hear, but it sounds an awful lot like The Toothpaste Millionaire. What I remember best about that book (which I read almost 40 years ago) is the difficulty of filling the tubes.
I just reread The Toothpaste Millionaire to my kids a few months ago after having read it as a kid in the '80s. I concur--this sounds like what you're describing. Good book!
Well, three voices all saying the same thing means I’ll have to find that book and see if it was indeed the book.

The Toothpaste Millionaire is available at the Internet Archive. You need to be a member to "take out" books, but membership is free; you only need to give them an internet address.

It was either the tubes were originally for toothpaste and he was filling them with glue or vice versa (hence the question mark in my topic title).
I found “The Toothpaste Millionaire” in my searches, but I don’t think that is it, but I’m going to try to track down a copy to see regardless.
