Do characters need approval? And if so when will they be approved?

Characters don't need approval, unless a mod sees something wrong with it.

One Bar:

Normally consists of simple powers such as light production and lie detection at a minor rate. So light the production will have the capability to produce a flashlight-kind of light.

Two Bars:

A little more complex. This is where things like Lie Detection and Minor Super Strength kicks in. It's not fully developed. So they don't have the entire power.

Three Bars:

More powerful. This is where things like minor Pyrokinesis, and more lethal projectiles come in. It's not totally OP, but it's level is near to it's max. Full all Super Strength and Super Speed come here.

Four Bars:

Telekinesis, Light Manipulation, and the big league stuff. The abilities are at there max and are really powerful. But not a max where someone can't be beaten.

There has only been one person to ever reach a bar level of five, which so happens to be an autistic kid named pete. He's literally god in the book series.

Sonic Scream? The ability to create a high pitch frequency that creates a forceful sonic boom? Around a two or three.

That would be a three.

How many bars would mediumship be?

Mediumship as in detection of dead spirits? Two or Three, depending on it's accuracy and detection strength.

As in being able to see and speak to them

Three.
