What's the Name of That Book??? discussion

I read this book around 7 or 8 years ago so a lot of the details are hazy. But I remember that the main character, a girl, drowns in the beginning for a specific number of minutes (let's use 8 as a running example). When she wakes back up, she suddenly has the ability to see/visit a boy who has recently died. I believe he was the best friend of her brother who died in a drunk driving accident or something similar. Either way, they can only see each other for the "8" minutes at a time. It's not the book "Fracture" by Megan Miranda, even though the plots are vaguely similar. I also remember the book title being one singular word, and the cover art was a girl floating in water.
