I don’t think she ever thought her calls on her old phone could have been traced. I think she kept running to try to keep everyone safe. Once Clay got involved she should have disclosed his identity though. Prior to that Zoe couldn’t have done anything with the info I don’t think.
Leticia knew Carl was dangerous and that he had contacts outside the scope of normal people. I don't think she knew she was putting Zoe in danger. I don't think she thought it through enough to realize just how dangerous her situation was to everyone.
I don’t believe Leticia knew she was endangering Zoe but she should have thought about that phone. That’s what everyone goes to these days and it became incredibly easy to find Zoe. Once she left the shelter and headed towards Baton Rouge, Leticia should have given up Carlos’ name. However, she was really smart about using coordinates and staying on the move. Being on that isolated road, however, made her a sitting duck.
