I read this book in 2015. The cover is similar to Seafire by Natalie C. Parker where there is a blue background and a compass-like object in the center. Except the cover of the book I'm searching for has a lighter, turquoise-ish blue background and the compass-like object is made of worn brass. As far as plot goes (this is where my description will be the most inaccurate), the main character starts out farming at the bottom of the ocean and then gets "recruited" to go work for one of these floating city-islands. He uses a jetski-like vessel to perform his work.
