He totally crossed the line! It was his sworn duty as an FBI agent to protect her at all costs. The fact that he allowed her to be raped and even set about doing it himself to save his "mission" clearly indicates he has lost all sense of what is right and wrong.
This is a tough question since we really didn't know Mallory, but I feel like he had been undercover long enough to have killed Trask or at least had the FBI on him. I think he may have started enjoying it.
He crossed the line long before Lucy. Mick watched them murder a girl before. I actually think Merritt hired him because he knew he was gone.
