Pirate Romance discussion

Hi, everyone! I've been looking for a book. The heroine's a smuggler/pirate who ends up marrying a captain in the Navy (or some equivalent) that's been tasked to capture her and bring her to justice. He finds out who she is somewhere in the middle of the book and tries to stop her from continuing her criminal activities by moving her away from her base of operations to London where he can keep a close watch over her. He succeeds for a while but of course, she escapes her "imprisonment". She's more of a Robin Hood type heroine helping her struggling town. If I remember correctly, the cover was blue and the pirate name she had was Seawolf.
