I know Gérard Klein better as an editor of anthologies than as an author. His many collections, like Les Passeurs de millénaires and La Frontière éclatée have introduced me to a number of French authors. (Sadly my favorite French authors are not translated to English. Sadder still, French people read SF works translated from English more than native French works.)
I did try to read "The Overlords of War", in the French version, but it didn't hook me.
Most of Black Coat Press works are older works from the "pulp" era. One of their few contemporary authors is Jean-Claude Dunyach. You might enjoy some of his stories. (In English: The Night Orchid: Conan Doyle in Toulouse or The Thieves of Silence.) One special thing about him is that there is a great diversity of styles and themes in his stories; they are not all alike at all.

I found Grard Klein was published by DAW in the 70's and 80's. They published translations of four of his novels:
The Mote in Time's Eye
The Overlords Of War
The Day Before Tomorrow
Starmaster's Gambit
