This is a sequel to Beneath the Haunting Sea (or semi-sequel; same universe, but following someone who was only a minor character in Beneath). I've read Beneath and it was clean (and good!). I can't say with exactness how much romance there is in Beyond since it isn't even published yet, but based on reviews from folks who have read an ARC and from my having read the first book, I think there is some, but that it's not primarily a romance.
