I did not suss out how much Jarvis knew about the Russians and their political intrigues. He at least would have known about the Dutch "problem" and the hatred between the Regent and the Tsar's sister.
There isn’t much Jarvis isn’t aware of and I strongly suspected he knew about their plan or gave some kind of tacit approval that he wouldn’t seek retribution for their action.
It just makes me furious that Jarvis would be willing to have Hero lose her husband and the father of her son. We know he didn't feel much love for his wife (don't we?), but I cannot imagine he puts his daughter into the same "useless baggage" category.
I don’t think he does but he’s at best ambivalent about Sebastian. While I don’t think he’d lift a hand towards his demise, I also don’t think he’d lift a hand to stop it unless it served his purposes.
I don't think he knew nor do I think they needed his approval. Of course, he wouldn't have lost any sleep it they had succeeded. I think he warned him against meddling to make his own life simpler.
I think Jarvis knew - he always brags about how there's nothing that goes in his "kingdom" that he's not aware of and I take him at his word. I think he's aware the Russians tried to kill Sebastian and that he communicated his willingness to turn a blind eye to it. I don't for a minute think the Russians's would make a move against the son of the Earl of Hendon and, more importantly, the husband to Jarvis' daughter without some assurance that he wouldn't come after them after his distraught daughter demanded he get justice for her. I believe that Jarvis cares about Hero as much as is capable of caring for anyone but I also think that he completely believes she'd be better off without him in her life.
