Pale Moon Pack Laws & Regulations
The Pale Moon Pack observes laws that were created by the first werewolves and their elder councils. There are some laws that are ignored in the modern day now, but there are some that are still very traditionally observed.
1) Any Mortal's who know of Werewolves or of Lycans running Old Harbor must be silenced. Report to the ALpha or Alphaess before commencing actions. "Lycans are to keep what they are secret. Any human with knowledge of our existence must be extinguished." This law is the most important law among the werewolves. Though the werewolves are welcome to interact with humans, they can not tell any human that they are werewolves. Doing so could risk the safety of not only the pack but all werewolves everywhere. There are some exceptions, but only with the Alpha's approval. The humans that know the existence of werewolves have to be very trustworthy.
2) To attack another member of the Pack without lawful reasoning is punishable by Displacement of Rank and possible Banishment. " Pack members do not turn on their pack" This law is still a pretty important one to most wolves. Any sign of treason against the pack or the alpha and the alpha has the right to kill you.
3) Anyone who defies the Alpha's word will be punished severely. "The Alpha's word is law"
The Alpha is the ultimate leader of the pack. If he (or she) gives a command, then you do it. The Alpha has a right to rip the throat out of anyone who disobeys if he should see it a fit punishment.
4) "The Alpha may be challenged for his position. The winner takes the position of Alpha." This law is not all that uncommon among the packs. Especially packs that are having a power struggle problem. It is not entirely uncommon for the winner to kill the loser, although that is not a requirement of the law. The winner has a right to be lenient and allow the loser to live if he wants.
5) Rogue wolves are not permitted on pack lands. If they have no pack of their own, and no intention to join the Pale Moon Pack, they will be run out. No guests and no exceptions. If a lone wolf hunts on our territory without prior permission, he dies. The Pale Moon Pack is rather lenient on this rule for the fact being some Rogues have never committed crimes against pack laws and are allowed to exist in such peace for as long as no pack law is broken. They do not hunt on the territory nor do they act as part of the Pack, but they must answer to the Alpha's call.
6) Tribute must be given by anyone seeking sanctuary. Should the seeker obtain such tribute from Pale Moon Pack territory, it will not be accepted. Hunting on our lands to give tribute to our pack is the equivalent to stealing a steak from the Ulfric's/Alpha's refrigerator and presenting it to him as a gift - it did not belong to the giver in the first place.
7) Humans and other pack officials who are either oblivious of the pack or seek peace are permitted sanctuary on Pale Moon territory, only on express permission. These are granted the status of "Protected Loyal." They do not belong to the pack, but they are protected by the pack, due to a mutual understanding that the wolves would be shown the same courtesy.
8) In the event of the Alpha's absence, the Alphaess or Beta's shall speak for him. Any disobedience to the Alphaess/Beta's shall be seen as direct disobedience to the Alpha, and treated accordingly. In the absence of a Alphaess or Beta, whosoever the Alpha appoints to temporarily take his place shall be respected as his Regent, and considered the ultimate authority until his return.
9) Respect Rank! Dominant wolves have earned their spots - through blood, sweat, tears, loyalty, time and a lot of hard work. Everyone has had submissive beginnings, and worked their way up. Every submissive within Old Harbor, from the one just below the lowest dominant, to the newest member who still thinks werewolves belong in Hollywood, will respect those who are dominant to them. This includes but is not limited to submissive wolves who are higher up the ladder of hierarchy than others. Personality is irrelevant. Those who have bled for their dominance do not care if someone submissive to them simply has a "sharp tongue." Respect will be shown, and everyone will know their place - if not through common sense, through pain or death.
10) The Ulfric/Alpha, or anyone acting with his blessing, shall not be disputed in public. A dominant is welcome to dispute him in private, and he may reconsider words or choices, solely at his discretion. A submissive is not welcome to dispute anything said by a dominant at any point. This pack is not a democracy, and we are not fair.
11) Pack business is not conducted for the public eye to see and judge what they do not understand.
12) Lead Lycans are to be obeyed by their sponsorees, for their best interest. Should a submissive disagree with his Lead's order, he is welcome to discuss and petition it with the Ulfric only. Should the Ulfric/Alpha rule in his sponsor's favor, the dominant wolf is to be obeyed without further question.
