What's the Name of That Book??? discussion

I read this book about 15 years ago and I have a feeling the authors first name was Sarah? It is a modern fiction book set in the US and features two or more sisters who can create magic potions/spells from the plants in their garden. I have a feeling she wrote another book with a similar theme but it involved baking sweet cakes or biscuits. I thought this book was called Garden Magic but I can't track it down.
