I didn't understand this plan at all. I took it as Tom trying to show his power more than the bridge.
I wondered if the road that cut through Tilda's property then over the bridge to MacDonald's ranch was a private road or could it have been a county road? If it was a county road, there would be public access to the bridge. I don't think MacDonald could have stopped people from using a public road even though it cut through his property. The road would be public for so many feet on either side of it, even if it cut through private property.
Yes, he planned to blow up the bridge because if it was a public road, he couldn't stop access to his property.
I thought maybe the bridge was on Tilda's property - not Tom's but I'm not sure. This wasn't a well fleshed out part of the plot.
