「Ten years ago, a mysterious spatial anomaly known as "Heaven's Gate" appeared in South America, shortly followed by the opening of "Hell's Gate" in Tokyo, altering the sky and wreaking havoc on the landscape. A huge wall was built around the affected area. Within the area of Hell's Gate, the laws of physics no longer apply - unexplainable events can occur such as changes in gravity, disappearance of various objects, and even the formation of small wormholes. The wall keeps civilians and any other interested parties away. The real stars disappeared, replaced by false stars. During this time, people possessing various special abilities emerged. These people came to be known as Contractors.」


Ｃｏｎｔｒａｃｔｏｒｓ
「Each Contractor has a corresponding fake star, which reacts to their activities. As such, Contractors are usually identified by their star's Messier catalog number by the police force (e.g. BK-201, UB-001, etc.) Kept secret from the masses, these individuals are known to murder in cold blood, smothering unnecessary emotions with logic and rationality. Their incredible abilities, however, are gained at the cost of their humanity - Contractors are thus named because of an involuntary compulsion to "pay the price" each time their power is used, which can range from eating particular foods and completing meaningless tasks, to self-harm and changing their bodies in peculiar ways. Various nations and organizations around the world train and utilize Contractors as spies and assassins, resulting in violent battles for valuable objects and information.」

Ｄｏｌｌｓ
「Dolls are emotionless mediums. Some were once human, others were created to mimic a human. They have the ability to send out a spector - also known as an observer spirit - in order to search for others or spy on secret operations. This is similar to astral projection. If the spector is caught, the Doll falls into an almost comatose-like state until the spector is returned their body. Their observer spirits can only be transported through a certain material (e.g. Glass, water, metal). Dolls can be manipulated to appear as a certain person, and even fake memories can be implanted into them.」

Ｍｏｒａｔｏｒｉｕｍｓ
「A Moratorium is an intermediate between a Contractor and a Doll. Moratoria appear to be people with Contractor powers who do not require remuneration as part of their power. Unlike Contractors, they do not have control of their powers, shifting into a hypnotic state of unconsciousness as they use them. They do not emit Synchrotron Radiation like a fully developed Contractor.」

「A Contractor might be able to lose his/her powers in exchange for a flicker of hope for a normal life. It is also possible for the contractor to regain their powers by being within close proximity of the gate.」

An organization promoting equal rights for contractors and their existence to be made public. Contrary to the popular belief, EPR does not intend for Contractors to rise above humanity, but rather seeking a solution for the peaceful coexistence of Contractors and human beings.

MIAC
In the Darker than Black world, the MIAC has a black ops division known as Section 3, created 2 years after the attack on the PANDORA institute to eliminate any individual/group with links to the Syndicate. Currently, its present location is unknown.

In addition to its mostly Contractor agents, Section 3 has a covert paramilitary commando force armed with small arms, such as the MP5 submachine gun, and tactical gear.

MI-6
Like its real-life counterpart, its HQ is located at Vauxhall Cross. British Intelligence originally sent three operatives to Japan to retrieve Havoc. There are five known members.

PANDORA
A UN-founded research center. Initially established to find out the reason why Hell's Gate was in Tokyo, it's revealed that the Syndicate has sway with the organization and has plans to commit genocide against all Contractors by eliminating Hell's Gate.

National Astronomical Observatory of Japan
Its HQ is located at the present day National Astronomical Observatory of Japan, Mitaka Campus, Mitaka. It is affiliated with the Tokyo Metropolitan Police. It monitors and provides information on the actions of the Stars of Contractors in the "false sky". After Darker than Black and Darker than Black: Shikoku no Hana, the entire observatory was officially declared closed with its equipment and personnel taken over by Section 3.

Tokyo Metropolitan Police Department
Its HQ is temporarily located at present day Nippon Telegraph and Telephone East Corporation HQ, 19-2, Nishi-Shinjuku 3-chome, Shinjuku. The real-life MPD HQ at Kasumigaseki is now within the restricted area of the Hell's Gate in the Darker than Black universe.
