what is the caracteristic of the moderators that they MUST have???

emample of mine :
the moderators MUST be a NETRAL person on tht group!
why??
because, if they aren't a netral persons, the other members will fell they aren't fair!

and they shouldnt boss everyone around, telling them what to do and not to do, for every little thing.
