Do you all think that The Rest of the Story would work?? It appears there are two docks and a small boat on the cover so I'm assuming the blue would be water.
I'm going with When We Left Cuba by Chanel Cleeton. I read Next Year in Havana earlier this year & am hoping this is as good a read.
A lot of great options listed above! Also A Tale for the Time Being, Dreamcatcher, Snow Falling on Cedars, She's Come Undone, Bag of Bones, Exit Here. (a stretch, but the cover image is shot from underwater). These are based on the covers of books on my shelves so alternate editions may be different.
