I read this around 2002-2004. It was during my 7th grade English class. I think some kids had telepathy, fire starter abilities... can’t really remember the rest.

Hidden Talents sounds like it could fit! One kid was telepathic and considered a 'cheater', and one was pyrotechnic and kept accidentally starting fires, though his lighter he carried was empty. They were at a juvie like institution.
