What's the Name of That Book??? discussion

All I can remember about this book is that I found it when I was looking for books similar to Six of Crows and the only scene I can really remember is that this girl is looking for a notorious criminal to help her with somthing and she tries to track him down and left him a clue to meet her somewhere (I think it was on top of a building or bell tower??) and she doesn't think he'll show up and then she turns around and he's there.

The Orphan Queen had a girl meeting with a certain criminal occasionally. It's been a few years so I can't speak for that specific scene, though.

In The Young Elites by Marie Lu, the girl is looking for a notorious criminal who has never been caught.

If this isn't it, do you remember any other details? Names? Time period? Setting?

It's not either of those, thank you for the suggestions though! Ahhh, I think the only other things I remember are he knows that she was looking for him so he followed her a few days before meeting her and after he agrees to help her she goes on runs with him.
