Historical Fiction about small historical events

Can anyone recommend books (fiction or narrative non-fiction) that aren't just a love story placed back in time? I want to learn about the small parts of history through narrative storytelling. I also loved Diane Chamberlain's The Stolen Marriage for just that reason. General WW2 love stories need not apply. Heavy emphasis on learning history while reading a story.

Before We Were Yours by Lisa Wingate is another excellent story and well-researched book about a difficult subject.
