I think he was a balance of both. Even though he wasn't very good to Harry all the time but he was always trying to keep him safe (even just for Lilly's sake). I just can't find it in me to hate him.

Hes a little bit of both. He has worked for Voldy in the past and although his allegiances changed he is still a jerk to his students, especially the Griffindors, and deliberately embarrassed Neville numerous times. He has some good qualities too like protecting Harry and hos undying loyalty to Dumbledore.
