You might check SCBWI Society of Children's Book Writers & Illustrators and view some portfolios. As for the timeline, I imagine it would depend on their backlog, but 24 seems like a lot of pictures to me, however it all depends. Yes, Amazon publishes picture books, quite a few.By the way, it's a good organization, a great place for networking and lots of events: writers, illustrators, agents, etc.

Fiverr has some good children's book illustrators. The more illustrations of course the price goes up but some are really nice.
By the way, I looked at Fiverr a while ago for children's illustrators. One artist made me think of Chris Van Allsburg. I won't say who it is because it's an unfair comparison, but it was the use of perspective or the hint of a beginning use of perspective. Anyway, there are some good ones there, you just have to find them. :)
Try this site. They are very professional and really fun to work with. The price is reasonable, I think. It's Qamber Kids.

I'm also curious if people know timelines for this? Ideally, I'd have something done by Christmas. 24 pictures doesn't sound like too much (plus cover), but then again, I know nothing of this element of art.
