What's the Name of That Book??? discussion

I vaguely recall a fantasy book from my childhood about this breed of bat winged horses who would only bond to females. And there was a random one born to some "normal " horses and it bonded to the main character. So she has to go to the academy to be trained. Her critter is smaller than everyone else's and she's mercilessly teased. There's a bad guy who is taking hormone treatments to get one of the horses to bond to him. I don't remember the title or the characters. Just that I liked the book and I got it from the library. This was probably about 20 years ago, so maybe late 90's or early 2000's? Maybe mid-90's. Any help anyone can offer would be appreciated!
