What's the Name of That Book??? discussion

Hi! I am trying to remember the name of a book I borrowed from the library a year ago. It was a book about teens who have to go to this government building when their parents get in debt. But the main character realizes that some kids are getting headaches there. It ends when one of them leaves and gives word to a prominent news person that teens are getting mistreated in there.
