Maybe Marigold and the Missing Firefly by Suzanne Williams? It's part of the Fairy Blossoms Series. It was published in 2008. Not sure if the plot matches your description though! The first book of the series is Daisy and the Magic Lesson.On the Amazon reviews someone does mention the word brownie!
"It was going to be hard to study with Bink clattering around. He was the "type of fairy called a brownie" and he was acting out of sorts. He was mad that someone had been doing his work. Brownies got miffed if anyone tried to do their work."
