It's hard to protect the prince from the shadows with so many people around, and because a shadow previously was mistaken as an assassin/spy before and was executed, the switch in his position is to make things easier. he's not to reveal his identity as usual and his duties would be the same as before. it's basically the same as an undercover mission where he'd have to pretend to be someone else, which is basically something shadows do a lot and are trained for anyways.
