Believe this *may* have been published by Sphere Books Ltd. Book of my mother's; paperback format, would have been published mid-1970s (may be a later edition). Cannot remember the full plot, but it was set in an England/UK that had had so many floods/seas rising that the country was split into individual territories - not quite kingdoms, as in there were no kings, but something like.
