What's the Name of That Book??? discussion

I read this paperback @1972-74. It concerns a small town after an event that cuts them off from everything. They did have electricity as I remember, but no television anymore. People coped by working on their yards and gardens with hilarious results. "Let's all go paint Tom's house now!" kind of thing. Their library became very popular.
