Without more information, like what happens to the kid (leaves the dome, etc), this is a wild shot, but what about Children of Eden by Joey Graceffa?Suggested in other thread about a domed city.
I think the kid did get out but I'm not sure what the outside was like exactly
I don't think it was Children of Eden though. I don't remember and population control plot point. I'll check out the book though
Any chance it is The Only City Left - Andy Goldman?Bit of a wild shot, definitely there was a lot of climbing the levels involved and conspiracy in the sense of lots of secrets I suppose. He did make it onto the “roof”
