Marco made Max do all the work in investigation whether or not those suspicious deaths were worthy of follow up. Once she did, he could have initiated an investigation but made her get all the evidence. I thought he could have stepped in earlier. It would have been much easier for the FBI to get the sealed information from Nancy’s last employer. Max had to go through the back door because she wasn’t law enforcement. Marco was lazy.
I think Marco did what he could. The FBI can't look at the seal information without a court order. The court isn't going to grant it without solid evidence of foul play. He needed Max to get it.





Was Marco being too cautious in helping Max or was he truly limited in being able to do more with his end of the investigation?
