The neighbor that placed the 9-1-1 call gives Tracy lots of background about the family and the current situation. Was it enough for her to make judgment calls and proceed?

With any high stress or volatile situation - the more you know going in is better than going in blind. Plus - in law enforcement they have to make judgement calls all the time. They put themselves out there as soon as they put their uniform on.
