Would gif hunts count as resources? Because I'm good at finding high quality gifs/gif hunts with great quality gifs

Would making name banners from line dividers and gifs, or creating your own gifs through mixing other gifs together count as something custom that I could make a topic for in the Resource folder?

Yup :)
If you want to make separate threads to divide them (i.e. One for name banners, one for gifs, one for dividers, etc.) then you may.

Is it okay if I make a topic where it's just me practicing? Because I have absolutely zero practice/talent unlike everyone else, but I want to get better. And I kind of want a place to put everything and maybe even get feedback, so...Is that fine?

I was actually just talking about a topic for me in general. Like everybody else has their own threads for stuff they're good at, so I was asking if I could have my own particular thread for practice and such so I'm not taking up room elsewhere. > . <'

So I'm really confused on how to make gifs in general. Like if we have video's on our computer can we make gifs from that without a special program or do we need to download a special program to make them?

Also is it okay to get like screenshots or pictures of stuff off of google or no? to like use in making gifs and such.

Ummmmm, well, if you want an easy way to do it, you can go to youtube, find a video, and then right before "youtube" type in gif and hit enter. There you'll have the option to make a gif from that video. Though, it's often really low res and, yeah, downloading a program would probably be better. Photoshop works well, I know, albeit a bit confusing at first. I'm sure you could find somewhere else to create them, however, if you look on google for a while :)

Also, in addition to what Jenn said--

there's a program called Instagiffer that you can use; same concept with the YouTube video and everything. Free download (I'm 99% pos) and really easy to use. It's meant for people who don't have prior experience with CS6.
