He thought he was too old for her. He enjoyed their friendship. He thought she was looking for a daddy figure to protect her because she never knew her own father. These are just some of his excuses. I think he was afraid he couldn't be the man she needed.
It was a communication issue. Stan couldn't believe that Teri would be happy with a man his age. Therefore, he kept throwing her towards someone else. Teri tried to let Stan know, but her message was too subtle. Fortunately, there was so much going on in this story that I didn't get frustrated with these two skirting the relationship.
If not for the other storylines, this would have driven me crazy, though the episodes with Muldoon were quite funny at times.

Those scenes were so funny! Teri really made Mike work for it, and she still wasn't really interested.
I actually loved Stan and Teri's slow-burn romance. They were simply adorable together and their interactions had me smiling. Teri's reactions when she realized what Stan had been doing were priceless.
