The Orion Team. discussion

I read a few years back but can't remember the name of the book or the author. I do believe it was not a stand alone as there were references in the book to previous actions by the characters as in other book series. The book started out with a US Sub following a Chinese sub and it hears it sink a Vietnam ship. The book was about the US via that sub trying to avert a war between Japan/Vietnam/South Korea/Phillipeans vs China. Does anyone know what book/author that was?
