Oh wow, it sounds similar to this thread by Angela:https://www.goodreads.com/topic/show/...
There are some lists that might help, too:
Drowning Towns: https://www.goodreads.com/list/show/3...
Underwater Cities (for when they are actively occupied): https://www.goodreads.com/list/show/1...
YA Swimming: https://www.goodreads.com/list/show/4...
Deep Secret was a guess there. I also found a book called Deep Water that I can't find out much more about, just in case it looks familiar.

I found the title of the book! It is called "Below" by Meg McKinlay it was on the last page of the 'Drowning Towns' link. Thank you so much!
Awesome! Below for the link. :) Glad you found it!
It seems that it was also published under the title of Surface Tension:

So she practices swimming in this lake near her and I think one day she sees something in the distance of the water so she really pushes herself to swim towards it and she discovers that it's a piece of metal (maybe?) and that it is a car or some piece of debris from a neighborhood and suspects that it came up from underwater. I believe she eventually dives down and sees an underwater city/neighborhood.
Most of the plot is her figuring out where the underwater city came from and how it got there/why it is there. I'm pretty sure she always looks back on a memory where her and her family were leaving the city in their car and had to leave their home behind? I don't remember completely but that feels familiar.
Eventually, she begins to piece together facts and history about the current city she is living in and how it is connected to the underwater city.
In regards to the title, I have a strong feeling that the title used the word "deep". It was maybe something like "Deep End" or "Over the Deep" or "The Deep's Edge" or something along those lines. The cover (idk if there were multiple) had water on it and maybe an object floating in the water?
It has been many years since I read this book so the details are a bit blurry. I wrote a book report on it (that I can no longer find) in about 8th grade maybe, so I read the book most likely in 2016 to 2018. Idk if the book was new or recently released but it was most definitely a hardcover I found in the young adult section of my community library.
SPOILER AHEAD:
The main character eventually figures out that it was the mayor behind it all and he flooded the previous city with the dam or something to cover up some sort of crime he committed (maybe murder)?
