Science Fiction book about a city cop that gets hurt and gets a replacement arm and knee, partner is killed. Goes to an asteroid mining town and discovers a plot to destroy the entire asteroid and everyone on it. Saves a nurse with a kid.

I think this book has a two word title and the second word it STEEL. I read it years ago so I think the printing date is sometime in the 1990's to the early 2000's. Not a very poplular book and only printed in paperback. I think.
