What's the Name of That Book??? discussion

I read this book in middle school(in college now) and just remembered it. The book mostly revolved around these two orphan girls in either an orphanage or boarding school. One of the girls was an outcast with two different colored eyes who was called Moongazer or Stargazer, something like that I think, because she liked staring up at the sky all the time.
I remember a scene when she is sent to the headmaster's office and she could see that his assistant had spit her glass of water. She and her friend keep trying to figure out ways to escape the institution.
Eventually the Star/Moongazer girl is locked downstairs and goes kinda crazy. She eventually dies and I think the building catches on fire.
It is revealed that the headmaster, who has been wearing eye-obscuring glasses this whole time, has different colored eyes like the girl who died. He was her father, but didn't want it to be known for some reason. He dies too in the end when he stays behind in the burning building.
