The Headquarters is stationed in the very centre of the Sanctuary. It is not only living quarters of the government, officials, ministers, officers, important military personnel etcetera, but is also where the government of the Sanctuary hold their massive meetings, discuss the city matters, improve facilities in the Sanctuary. It is the basis of all life in the safe haven. It is a massive building, the living quarters built on the very top complete with gardens and fountains and enormous pools. Those who live in the Sanctuary live a life of opulence and luxury. Meanwhile, the other areas like departments (senates, parliamentary services, houses of representatives etc), theatres, chambers, laboratories, control rooms, offices etc. are all stationed below (this below area looks like a normal skyscraper, with glass walls and visible elevators etc).
