This article was incredibly interesting. One thing that struck me is that the reason that increasing levels of technology don't produce greater fatalities (as a proportion of population) is that offensive and defensive measures keep pace with each other. We develop more powerful weapons and more powerful kinds of shields at the same time. This would suggest balance is important. It seems that in a world with nuclear weapons, the important thing is balance. We have weapons that must be balanced with deterrents. I am also thinking about biological weapons. We have increased capability to produce biological weapons. However we also are much better at treating people and developing vaccines. (At least...let us hope!)
