I checked this out from my middle school library circa 2002-2004. Book seemed a little older than that. I remember the cover: half of a girl’s face and her pupil looks like a whale/dolphin and her hair flows into ocean waves. The girl on the cover had dark skin; she might’ve been Mexican or Native American. The underwater community she lived in had glass domes, and I think it was a research facility. I have the impression that she was mostly on her own.
