I don't think it was harsh. He lied to his superior officer. I think his actions at the Reese house were an attempt to impress Sam. If he could have captured Reese it would have gone a long way to getting back in Sam's good graces.
I agree with Anita. Lying to a superior officer is unacceptable and he needed to be reprimanded. Freddie's carelessness could have cost him his life. I hope he's learned his lesson.
