The Hatmakers by Tamzin Merchant is a whimsical fantasy adventure about Cordelia, who comes from a long line of magical milliners.
I was going to recommend The Hatmakers too! My Friend the Octopus by Lindsay Galvin is set in Victorian times. I learnt about the darker side of the industry too.
That sounds fascinating, I'm a big fan of anything Victorian era / Gothic inspired so that's probably right up my alley!

Prairie Lotus is set during America's western expansion and explores how Hanna, a young half-Chinese girl must adapt when her father settles in a new town after her mother passes away.
