What's the Name of That Book??? discussion

Would have been published prior to 2008. Narrator can see different colored balloons/wisps above others heads, possibly tethered. Balloon turns black once tether is cut, and person will die. Seems like it was written in a Koontz or King kind of style, can’t remember anything else about the plot.

This is Insomnia by Stephen King. Always good for a re-read.
