Murder should always trump vice, but I understand the financial issues. Since he was under surveillance it should have been safe and in in real life probably would have been, but it seems risky. In this book, with all the leaks they had already had, it was a certainty that things would go wrong.
As soon as they said they would wait until the next day to arrest Billy Springer so they could wrap up the drug case, we all knew this would not work the way it was expected. They should have had eyes on Billy constantly, but he slipped out. As Judy mentioned, with all of the leaks coming from the department, word is going to get out.
Force has this bad habit of twisting procedure to advance her plots. It makes no sense that Farnsworth would make this idiotic decision. There is also clearly a mole in the department because someone alerted Billy Springer to the raid. I wonder if we will find out who it is.
Force ignores reality, a lot. There is no way the police would have let Billy walk around once he was identified as the shooter.
