Read this between 2009-2012, it wasn't anything obscure but it was about a girl and her learning how to ride a dragon so that she could take part in some sort of dragon competition? She ends up pairing with the most disobedient dragon, and the book ends with these training notes by the headmaster of her school or the such. It had greenish dragon scales for the cover, or at least part of it. Lovely book! Just can't remember the name.
